Enabling American Service Members Abroad to Vote

Criterion Systems teamed with a DoD agency to create a streamlined, intuitive, web-based approach to voter registration for uniformed service members and U.S. citizens living abroad. As the prime contractor for software engineering, Criterion developed an electronic voter registration site that captures the intricacies of the nation’s registration system in an intuitive environment that tailors itself to allow each unique user to register for absentee voting and receive ballots. The Criterion team provided the full scope of software engineering services, including requirements analysis, design, development, testing and Operation & Maintenance (O&M). In the 2004 presidential election, only 200 absentee voters used the manual forms-based site that preceded the new system. In the 2008 election, more than 60,000 American service personnel and ex-patriots used the site. From formal user acceptance through the election, the application achieved five nines availability.

Migrating Mission-Critical DoD System

Criterion is working with a DoD customer to migrate a mission-critical web site to a system that meets the agency’s evolving operational needs. The site must be extensible, secure, easy to maintain and user friendly. Criterion’s software engineering team is providing full-scale Software Development Life Cycle (SDLC) support and using formal software engineering practices to achieve CMMI Level II certification for this requirement.

 

Ensuring Quality and Reliability

Criterion leads the centralized testing function that supports functional and technical testing requirements for the 20+ ongoing independent software development projects managed by a DoD program office. Criterion test engineers work closely with all product owners to integrate test planning and execution activities into the overall project schedules. Using automated test tools, the team plans and executes the required testing process to enhance the quality and reliability of systems.

Delivering Actionable Intelligence

For more than 6 years, Criterion has provided software engineering services for a national security customer. Criterion engineers were involved in the initial design and implementation project, and continue to provide full lifecycle support services for the enterprise-wide portal. The system fuses structured and unstructured data from multiple TS/SCI data sources, presenting this information through a single interface to the users, with single sign-on, using encrypted networks and encrypted storage. In addition, Criterion engineers maintain and operate a secure web application that federates data from multiple TS/SCI data sources into a single index and search interface supporting critical information requirements. During Criterion’s tenure on the project, the team has received 11 individual and group awards for accuracy, customer support, and individual performance in difficult and complex situations.

Criterion’s information technology specialists provide dedicated IT support at customer locations nationwide and in Europe and Asia. Criterion’s IT specialists provide the full range of service and support for each field office including information security operations, network administration functions, infrastructure (hardware, software, networks) architecture support and design, and application support and integration. The team provides critical ongoing training the customer organization for new technology, tools, and capabilities that are constantly being deployed to improve overall security. Our IT Specialists consistently receive satisfaction ratings exceeding 95% from the customer.
